
Considering that all of the Lesser and Greater Evils have returned to Hell (to then possibly invade Sanctuary, or not), they're probably all going to be fighting amongst each other in order to claim their rightful place at the top of the totem pole. However, Heaven likes to work together, while Hell likes infighting and setting the pecking order. Meanwhile, Heaven and Hell both took a beating in D3. Furthermore, he really hates Lilith, and so the fact that he's summoning her back to Sanctuary should say that something is really going wrong. Thus, he should believe more than anyone else in keeping the Balance of power between Heaven and Hell. Rathma, who was confirmed to be the sinister figure in the "By Three They Come" trailer, was the founder of the Necromancer order. I don't want to just link that post, but I'll summarize it because I do think Imperius is the most likely villain considering what we know of the Diablo universe's backstory. Honestly, I wrote a really long theory post ~6 months ago saying that I think the Archangel Imperius is actually going to be the game's main villain. I'm sure he'll return as a villain after an expansion or two, assuming the game is popular enough to sustain multiple expansions.

The D4 devs specifically discussed at Blizzcon last year that Diablo's been more than a bit overplayed as a villain and that he's going to take a backseat for the moment.
